What makes a ruffle dollie?

I have just finished this but it was a little ruffle lying flat.  I used a 11 needle and size 20 Aunt Lydia thread.  I think that I should have used a 12 or 14 size needle and it would not have ruffled so.

3rd tablecloth for Christmas
